I haven't noticed any streaking like that, I'll be back home tonight and can try stressing it under low light. I did upload a couple of clips for some guy who wanted to see if there were any B frames in the 720 footage (there aren't). They are here (iso3200):

The one quality issue I see with 1080/24p cinema is some noise suppression going on in the darker midtones, it varies from frame to frame, one frame will be a bit grainy with detail (which I prefer) the next will be smoother. I have made sure Iresolution is off and have NR set to -2. So far the Nostalgic setting seems to be giving the best results, retaining detail in low contrast areas the best while having a little bit less of the spotty noise reduction applied (though it's still there). It is more obvious in teleconversion mode. Surprisingly smooth was one of the worst offenders. I'll have to go back through my old GH13 footage and see how it fared in similar conditions. I suspect Panasonic is applying some NR to all their images and videos to mask the higher noise levels inherent with such a high mp count sensor.
That's about the worst IQ complaint I have with cinema mode, there is some minor amount of small blocking in fine areas where fairly fast panning is occurring but nothing you would notice when played in realtime. It's miles better than the Gh1 (but not 13) in that respect.
All in all those are about the worst things I can find to complain about, as a camera it is much nicer than the GH1 - there are a lot more goodies on the camera. Sharpening looks better and more natural to me on the GH2 while resolution looks about the same, maybe a hair better (probably due to the extra megapixels, I'm assuming Panasonic is using the same binning routine it did on the GH1, no need to fix it if it ain't broke).
I'll see what I can do about a darker midtone test tonight.
