This new design seen for the first time in the 20D provides full cross-type performance with maximum apertures as small as f/5.6, yet it achieves up to 3 times the standard focusing precision when used with EF lenses featuring maximum apertures larger than or equal to f/2.8."
I can add that the other 8 focusing points provide single-axis AF with maximum apertures as small as f/5.6. The EOS 20D does not autofocus at all with any focusing point when the maximum aperture value reported from the lens is smaller than f/5.6.
I won't comment on the way that other Canon sites and publications handle their wording, but I hope this information answers your question. It certainly appears that the data in EOS Magazine from the UK is incorrect, though it's entirely possible that it was an innocent misunderstanding on their part.

Ich verstehe das so, daß der zentrale AF Sensor der 20D die gleichen Spezifikationen hat, wie die sechs zentralen Sensoren der 1D Kameras. Bei der 20D sind die verbleibenden 8 Sensoren und bei den 1D Kameras die verbleibenden 39 Sensoren demnach nur "normal precision" Sensoren...
